Involving intersections in Howard Beach, one thing you have to watch out for are illegally parked vans and high trucks that people park right by the intersections. So, if you are at a Stop sign, you can not see cars coming the direction because a van or truck is blocking the intersection.
It seems to not be enforced in Howard Beach is not correct. You do see tickets and even people going to court and winning against NYC DOT to put up signs to tell people to park properly in Howard Beach, Again, it is not truly ignored in Howard Beach.
If you travel to many areas of Howard Beach and have a STOP sign, please watch out for trucks blocking your view as you are in the stop sign. Again, the local precinct, 106 seems to leave it alone, but there are MANY residents currently cracking down on this thing with vans by asking the police to come out and give them tickets and even writing letters to NYC DOT to put up better parking signs. Again, the NYPD does not enforce this at the 106, but they do come out if residents complain about Stop signs being blocked.
