There is a large existence of dangling wires all throughout the five boroughs besides Brooklyn, NY to a degree. The FDNY can respond to a call about a dangling wire that is cut and just hanging or a wire that is broken by a mispruned tree, but the best person to call is Con Ed since the FDNY are generally not electricians.
The wires are either hanging down because they are not cut properly or hanging down because they are broke by trees in the area or maybe construction broke them or maybe because the wires are old and rusty.
The best person to contact for dangling wires is 1-800-75CONED and they will look into it. You may also dial 212NEWYORK and they will get out the FDNY to get them. You also can get the FDNY through 1-646-610-5000 or through a call box that is functional.
